Beyond App-Gated Data: A Governed Substrate for AI-Native Organizations

This paper examines a constraint inherited from traditional enterprise software: organizations usually cannot capture a new kind of structured knowledge until someone delivers an application for it. AI agents make that dependency unnecessary because they can help define, read, and write structured data directly.

The core proposal is schema-first collaboration: let organizations govern shared data structures independently of application delivery, while keeping human and AI contributions accountable.
